Project Chemist/Engineer
Mr. Utterback is a professional civil engineer registered in California. He has more than 30 years of experience in environmental engineering. He is a technical resource for hazardous and radioactive waste disposal evaluations, vapor intrusion evaluations, human health risk assessment, environmental statistics, environmental data management, and quality assurance – including data validation.
Mr. Utterback has developed complex sampling plans and managed characterization sampling in support of decommissioning and demolition of buildings with hazardous materials and radiological contamination. He is knowledgeable in PCB characterization and remedial approaches per the Toxic Substances Control Act (Title 40 of the Code of Federal Regulations Part 761) and assessment of radioactive contamination per MARSSIM and NUREG, including historical site assessments, design of scoping and final status surveys. He has prepared applications for authorized release of low-level radioactive materials and developed detailed radiological dose assessments to inform disposal options. His experience includes support of remedial investigation and feasibility studies, risk management plans, remedial design, treatment system installations as the project engineer. He has prepared human health and limited ecological risk assessments. Mr. Utterback has developed engineering design plans, specifications, and engineering reports for soil and groundwater treatment systems and managed the construction, system startup, and operations and maintenance of these systems. He has also worked as an analytical chemist at environmental and research laboratories performing analyses according to U.S. Environmental Protection Agency SW846 Methods and proprietary research methods.
